Sandra Rueda, asambleísta electa por la provincia de Napo, (Movimiento Construye), y designada como Procuradora Común para representar al Grupo Parlamentario, exigen al ministerio de Finanzas la “devolución inmediata” de 75 millones de dólares, que pertenece al Fondo Común Amazónico.

El 30 de junio de 2023, el subsecretario del Tesoro Nacional, dispuso al Banco Central del Ecuador, transferir estos recursos al ministerio de Finanzas, «sin motivación alguna y actuando de manera contraria a la ley, dispuso esa transferencia”, dijo Rueda, tras recordar que la Amazonía tiene necesidades “infinitas, urgentes e inmediatas” en salud, vialidad, educación, etc.

La Ley Especial de la Amazonía, dispone que el Banco Central del Ecuador, debe transferir los fondos de manera periódica dentro de los primero diez días de cada mes, sin necesidad de orden previa: el 28% a los Gobiernos Autónomos Descentralizados provinciales, el 58% a los municipales, el 10% a los parroquiales, y el 4% al Fondo Común de la Secretaría Amazónica.

En 6 meses no se había movido nada, expuso Julio César Sarango, abogado defensor de Guadalupe Llori, acusada junto al ministro de finanzas, de retirar ilegalmente 75 millones de dólares de la cuenta del CTEA al ministerio de finanzas. Los recursos están ahí y están a disposición de los amazónicos, cuando los necesiten, es el corolario de la exposición del abogado Sarango.
