“El gobierno de Lasso, asaltó los recursos de los amazónicos en contubernio con Guadalupe LLori”, exclamó el ex legislador de Pastaza.
No es la primera ocasión en que Raúl Tello Benalcázar, exasambleísta de Pastaza formula observaciones y denuncias de supuestas anomalías que se cometerían al interior del Consejo de Planificación y Desarrollo de la Circunscripción Especial Amazónica (CTEA) y la Secretaría Técnica de la Amazonía.
En esta oportunidad, disponiendo de documentos probatorios y luego de esperar tres meses, hizo pública la denuncia de un supuesto manejo irregular de los recursos económicos que provienen de las regalías de toda actividad extractivista que se realiza en la Amazonía y que se recauda en el llamado Fondo común.
Se trata que por pedido de un funcionario del Ministerio de Finanzas, desde la CTEA les han entregado a esa cartera de economía la cantidad de 75 millones de dólares del Fondo común, sin explicación alguna, ni sustento legal que permitan tal acción económica.
El ex legislador de Pastaza, considera que es un atraco que se ha cometido a los recursos económicos de los amazónicos, contando con la complicidad de algunos y desconocimientos de otros funcionarios de la CTEA. “Se trata de recuperar la plata. Ese dinero tienen que devolver, no hay sustento legal para que se lleven. Donde están las autoridades seccionales que dicen defender a sus coterráneos. Porque no aparecen los asambleístas electos; los integrantes del directorio son representantes de varias instituciones, todos callados”, recriminó Tello.
Y precisamente este día 3 de octubre de 2023, Raúl Tello, acompañado tan solo por cuatro expresidentes de juntas parroquiales, llegó hasta el complejo judicial en Puyo para presentar una “acción de protección”.

Los fundamentos serían por violación a los derechos humanos de los amazónicos. La denuncia es en contra del ministro de finanzas por acción directa y solicitar el dinero; mientras que Guadalupe LLori podría ser acusada por omisión y por no haber referido nada por el hecho cometido en perjuicio de los habitantes de la Región.
La acción de protección presentada por Tello, ya ha sido sorteada y ha recaído ante el juez Mauricio Villarroel León, quien debe verificar si se cumplen los requisitos, calificar y convocar a la audiencia respectiva, la que no debe traspasar los 15 días próximos.
A decir de Tello, en la CTEA estarían tratando de acomodar la reposición de los 75 millones de dólares, aduciendo que sería un préstamo y que plantearían un cronograma de devolución, cuando en ninguna parte de la ley existe tal hecho. “Esto no se debe permitir, la CTEA no es caja chica de nadie (…) así empezaron en el IESS y nunca devuelven el dinero. Pasa que ya se van y están desesperados por coger todo lo que puedan”, refirió Tello.
